Gosh, that sure looks exactly like a statement a lawyer could twist into evidence of racial bias in a lawsuit, and one it would be extremely unlikely for a random cop, much less a Sheriff, to make.

* I looked at the map, and the only counties near Virginia Beach are Virginia Beach, Norfolk, and Chesapeake. And he wouldn’t be in Chesapeake unless he somehow decided to go past Norfolk, where they live.
